From April, the rules for transfers will be tightened.
Deputy of the State Duma Kaplan Panesh spoke about the upcoming changes in an interview with "RT in Russian." According to him, the new requirements are aimed at streamlining the work of the national payment system and reducing the number of errors.
The main change is the tightening of requirements for payer data. Now:
individuals must provide their full last name, first name, and patronymic, without abbreviations
legal entities must provide the full or abbreviated name of the organization
individual entrepreneurs must provide not only their full name but also their status.
Separate requirements are also introduced for those engaged in private practice (for example, notaries or lawyers): they must specify their type of activity and TIN.
The "payment purpose" detail is also seriously changing. Now it needs to be more detailed about what exactly the payment is for — specifying goods, services, as well as contract or invoice numbers and dates. At the same time, the text volume is limited to 210 characters.
Another innovation is the appearance of a "actual payer" field. This will be filled out in cases where the money is transferred by a representative, such as an accountant by power of attorney.
At the same time, for most citizens, the changes will remain virtually unnoticed. As Panesh clarified, when transferring money through banking mobile applications or sending money to relatives, the procedure will not change.
However, when paying through bank branches or filling out paper receipts, the requirements will become stricter: data will have to be provided in full and without abbreviations.
Overall, the innovations are aimed at automating payment processing and reducing the number of errors in crediting funds.
