In Russia, new taxes for self-employed individuals will not be introduced.
Self-employed individuals will not be subject to new taxes until the completion of the experiment on establishing a special tax on professional income in 2028. This was reported by gazeta.ru, citing a member of the State Duma Committee on Labor, Social Policy, and Veterans Affairs, Andrey Isaev.
The same applies to those who engage self-employed individuals for work. Isaev added that Russia will actively encourage the voluntary enrollment of self-employed individuals in the social insurance system. According to him, lawmakers will also work on creating a system of social guarantees for this type of activity.
Earlier, the publication reported that over three years, the number of self-employed Russians has more than doubled — from 6.32 million (November 30, 2022) to 15.43 million (December 31, 2025). This data was provided by Igor Balynin, a candidate of economic sciences and associate professor at the Financial University under the Government of the Russian Federation.
