      The changes concern an increase in the minimum wage and pensions, a new personal income tax scale, tougher migration rules, changes for drivers, businesses and citizens. The list of laws has been published on the State Duma website

      Laws coming into force on January 1

      Federal budget for 2025–2027

      Budget revenues in 2025 are forecast at 40.29 trillion rubles, expenditures — 41.46 trillion. Social policy is allocated 6.9 trillion rubles.

      Increase in the minimum wage and pensions

      The minimum wage has been raised to 22,440 rubles. Pensioners over 80 and Group I disabled persons will receive a monthly supplement of 1,200 rubles with subsequent indexation.

      Indexation of pensions for working pensioners

      Annual indexation of insurance pensions for working pensioners is resumed — under the same rules as for non-working pensioners.

      "The level of indexation will be calculated not from the amount that a working pensioner currently receives, but from the amount he could receive if he were a non-working pensioner," the State Duma clarified.

      Unified OSAGO system of Russia and Belarus

      OSAGO policies will be recognized on the territory of the Union State of Russia and Belarus, including in electronic form.

      Simplification of obtaining the unified child benefit

      When the next child is born, families will not need to re-confirm neediness — the allowance will be assigned automatically in the same amount and for the same period.

      Classification of tourist accommodation facilities

      Hotels, beaches and ski runs will be subject to mandatory classification, with exceptions for a number of institutions (for example, social and rehabilitation facilities).

      New employment law

      From January 1, registration as unemployed can be done not only at the place of residence but also at the place of stay. The right to benefits will be retained only if a side job lasts no more than five working days.

      Increase in child tax deductions

      Deductions for the second and subsequent children are doubled, the income limit — up to 450,000 rubles. A deduction is also introduced for passing the GTO standards in the amount of 18,000 rubles.

      Improvements to the tax system

      A progressive personal income tax scale is introduced — from 13% to 22% depending on income. The corporate profit tax is increased to 25%.

      "For citizens with incomes up to 2.4 million rubles per year the PIT rate will remain at 13%. For incomes from 2.4 million to 5 million rubles the tax will be 15%, from 5 million to 20 million — 18%, from 20 million to 50 million — 20%, and over 50 million rubles per year — 22%," the State Duma said in a release.

      Tourist tax

      Municipalities will be able to introduce a tourist tax instead of a resort fee. The tax will be paid to the budget at the location of the hotel. It will not be charged to certain categories of citizens, including participants in the special military operation.

      Accessibility of recreation for children with disabilities

      Regions are obliged to annually set quotas for the recreation of children with disabilities in camps.

      Limitation on the number of SIM cards for migrants

      Foreigners will be allowed to have no more than 10 SIM cards with biometric registration.

      Protection of the state language

      A National Dictionary Fund is being created and a linguistic review of regulatory acts is introduced to assess their compliance with the norms and rules of modern Russian literary language.

      Reduction of migrants’ permitted stay

      Visa-free stay is limited to 90 days within a year (previously it was 180 days). In case of overstaying, entry into Russia will be prohibited for three years.

      Support for families of fallen servicemen

      The right to a survivor's pension is retained regardless of employment status.

      Restrictions for unregistered blogs

      Channels with an audience of more than 10,000 subscribers will be prohibited from advertising and receiving funding without registration.

      Forest conservation

      An updated state forest registry is launched and mandatory photo documentation of forest work is introduced.

      Protection of NPF clients

      Non-state pension funds (NPFs) will be required to identify and eliminate conflicts of interest.

      Online interaction with insurers

      OSAGO documents can be submitted via insurers' websites, their apps and the State Services portal "Gosuslugi".

      Protection of children's rights when buying housing with maternity capital

      To obtain permission to use maternity capital funds to purchase housing, confirmation of its suitability for residence will be required.

      Reduction of road accidents

      Fines for traffic violations are increased: the fine for not wearing a seatbelt and for running a red light will be 1,500 rubles, for driving under the influence — 45,000 rubles. Speeding fines will range from 750 to 7,500 rubles.

      The prompt-payment discount is reduced to 25%.

      Packaging recycling

      Producers or importers will be required to recycle at least 55% of packaging.

      Provision for children with disabilities via electronic certificates

      Medicines and food can be obtained using an electronic certificate.

      Appeals to government bodies via "Gosuslugi"

      Electronic appeals can be sent to all government bodies.

      Power supply through system-forming organizations

      Electricity transmission will be carried out through STSO (system-forming territorial network organizations) on a "one-stop shop" principle.

      Digital ruble

      Measures of protection and rules for enforcement actions regarding enforcement documents are introduced.

      "Measures to counter operations with digital rubles that correspond to signs of transferring funds without the client's voluntary consent will begin to operate. In addition, recovery from the debtor's property under enforcement documents may be carried out using digital rubles. Information about the digital ruble account will need to be indicated in the debtor's bankruptcy petition," the State Duma said.

      Unit-linked life insurance

      A new insurance product with an investment component appears. Unit-linked insurance includes provision of insurance coverage as well as the possibility to invest part of the paid insurance premium in funds selected by the policyholder to receive investment income.

      Reduced reporting for small businesses

      Collection of primary statistical reporting is simplified. The collection of reporting is prohibited, except for information included in the composition of administrative data and that which is expressly provided for by federal laws. The procedure for maintaining the GIS "Digital Analytical Platform for Providing Statistical Data" is regulated.

      Land and cadastral changes

      Online registration of plots is simplified, rules for cadastral work and land disposal are specified. Documents can be prepared online using the "Zemlya Prosto" service.

      Laws coming into force on other dates

      January 5 — the procedure for experimental legal regimes for digital innovations is simplified. Deadlines for considering a proposed initiative to establish an ELR are shortened, the list of provisions to be included in its program is expanded, and it is provided that its duration may be extended up to three years.

      January 8 — criminal liability is introduced for the sale of vapes, cigarettes and hookahs to children. Punishment — a fine of up to 80,000 rubles or corrective labor for up to one year.

      Also, penalties for involving minors in crimes are tightened. This may carry imprisonment for up to 10 years.

      January 13 — the procedure for historical and cultural expertise changes: "State historical and cultural expertise is conducted on the basis of a contract concluded with an individual certified as an expert, or with an organization that employs at least three certified specialists."

      Contracts for the donation of real estate will be subject to mandatory notarization.

      January 25 — measures to combat sham marriages and adoptions by migrants come into force. It will be possible to obtain a permit for temporary residence in the Russian Federation outside the quota or a residence permit no earlier than three years after marrying a citizen of Russia permanently residing in the country.
