In Kirov, resale housing has become more expensive, and the selection of apartments has nearly halved.

      At the same time as prices rose, supply in the city fell noticeably: over the year the number of apartments listed for sale on the secondary market decreased by more than 40%. This is one of the sharpest declines among Russia’s major cities.

      Overall, across cities with populations of at least 500,000, the price per square metre on the secondary market rose by an average of 8% — to 147,000 rubles. At the same time, the increase was noticeably lower than in the new-build market, where prices rose by about 14%.

      Demand for secondary housing in 2025 remained relatively high despite expensive mortgages. In the second half of the year the number of transactions in major cities increased by roughly a quarter compared with the same period in 2024. Experts link this to alternative transactions, the sale of finished apartments in new buildings, and a partial recovery in mortgage lending after the cut in the key interest rate.

      By year-end the volume of supply on the secondary market in major Russian cities had fallen by an average of 19%. Apart from Kirov, the most marked declines were recorded in Ufa, Cheboksary and Ulyanovsk.

      Analysts note that if current trends persist, price growth on the secondary market could continue into 2026, but its pace will depend directly on movements in the key interest rate and on household incomes.
