A bill on regulating the breeding of domestic animals was introduced in the State Duma.

      The document was published in the parliament's electronic database.

      The bill proposes amendments to the Law "On Responsible Treatment of Animals", codifying basic concepts — "breeder", "animal breeding", "certificate of origin" and others.

      According to RIA Novosti, one of the key innovations is the creation of a single non-profit organization that will maintain a federal register of breeders for each species of animal. It is also planned to entrust it with developing breeding rules, training specialists, organizing exhibitions and monitoring compliance with standards.

      The document introduces a classification of breeding purposes: transfer and improvement of breeds, obtaining animals for scientific and service purposes, and breeding for personal ownership. When an animal is transferred to new owners, the transfer of origin documents is to be mandatory — the government will determine the list of such documents.

      The rules for registering breeders are also set out, along with procedures for inclusion in and removal from the register, the mechanism for targeted contributions, and a system of oversight of the new body's work by the authorized federal authority.

      According to the bill's authors, the aim of the bill is to protect animals, limit uncontrolled breeding and help reduce the number of stray animals.
