It has been revealed which laws will take effect in December.
A list of laws that come into force in December has appeared on the State Duma website. Two of them are already in effect:
Tightening penalties for crimes against the state
As of November 17, Russia introduced life imprisonment for inducing children to engage in terrorist or sabotage activities. Statutes of limitations for all crimes of this nature have now been abolished. For intentional crimes that pose a special danger to society, criminal liability will begin at age 14. The law came into force on November 17.
Change of conditions for migrants to obtain a medical policy
Foreign citizens must now have legally worked for at least five years to use free medical care in Russia. Emergency cases may be an exception. The new rule has been in effect since November 28.
Laws that will come into force in December:
Biometrics from migrants will be collected at all border crossing points (decree)
Biometric personal data will be collected from migrants at all state border crossing points where technically possible. The law comes into force on December 1.
State support for non-profit organizations working with veterans of the special military operation
NGOs that help SMO veterans with rehabilitation, social and labor adaptation, and professional retraining, and that provide psychological assistance to them and their family members, will receive socially oriented status and the right to state and municipal support. The new rule will take effect on December 9.
Additional protection of state funds ensured
Placing the funds of state corporations and companies, tour operators’ personal liability funds, the Deposit Insurance Agency, as well as opening escrow accounts for shared-equity construction, will be allowed exclusively in those credit institutions that meet the required credit rating level. The law will come into force on December 14.
Change in the procedure for state supervision in the field of atomic energy use
A chapter on state supervision is being added to the law on the use of atomic energy. It details the form and procedure of inspections, establishes a regime of permanent state supervision, and defines the activities carried out within its framework. In addition, prosecutorial oversight of the law’s implementation is provided for. The rule will take effect on December 15.
Expansion of online notification about social protection measures
At the end of the year the list of life events that will prompt informing Russians via Gosuslugi about the applicable support measures will be updated. It will include job loss and reaching pre-retirement age. The law will come into force on December 31.
