Bastrykin demanded a report on the case of the former "orphanage" on Rukhlyadyeva Street.
The reports were prompted by publications stating that a two-story house, built in 2013 for orphaned children at a cost of 43 million rubles, is now in a state of disrepair. The utilities are faulty, the basement premises are regularly flooded, which poses a threat to the foundation. The house was declared unsafe as far back as last year, yet new housing has been promised to the residents only by 2030. At the same time, it is currently occupied by ordinary residents — the building ceased to be "for orphans" long ago.
On November 28 the situation again drew the attention of public activists: a large "lake" of sewage formed under the building, causing a strong odor in the apartments. The siding is coated in frost from the warm vapor rising from the sewage slurry. Residents also report a lack of normal cold-water pressure, ruined finishes and insects in the stairwells.
The problems on Rukhlyadyeva are systemic: in the neighboring building, No. 16b, also built in 2014 for orphans, the situation is effectively the same. Its crawl space was also flooded with sewage, even though a similar incident was addressed only a year ago. The State Housing Inspectorate has repeatedly issued orders to the management company and fined it for failing to comply with requirements, but the utility problems return.
Both buildings are serviced by the same management company — LLC "UK Gorod 43." According to inspections by the State Housing Inspectorate, the organization systematically fails to eliminate violations, and residents cannot obtain a prompt response to emergencies.
Amid the renewed escalation of the situation and the opening of a criminal case, Bastrykin instructed the acting head of the Investigative Department of the Investigative Committee of Russia for the Kirov Region, Sultan Orazayev, to report on the progress of the investigation taking into account all the arguments published in the public domain. The execution of the instruction has been taken under control by the agency's central office.

The Chairman of the Investigative Committee of the Russian Federation, Alexander Bastrykin, took the situation regarding the house at 17a Rukhlyadyeva Street in Kirov under his control and demanded a detailed report on the progress of the criminal investigation. This was reported by the regional office of the Investigative Committee.
