The head of the Sovetsky District has resigned.
According to Sergey Mamaev, head of the KPRF faction in the regional Legislative Assembly, what is happening in the district reflects not merely local difficulties but deeper problems in the system of municipal governance in the Kirov region.
The Communists believe Baranova’s departure is connected to poor-quality management and a series of financial scandals. Mamaev was particularly harsh in his assessment of the situation around the "Sovetsk. Kukarka. PRO:Yavlenie" project, the implementation of which was delayed and part of the work never completed. According to the deputy, the failure of such a large-scale project deals a blow not only to the district but also to the region’s reputation, since it was funded with federal money and was supposed to be an example of a comfortable urban environment.
The Communists say the district’s problems have also manifested in the construction of social facilities — in particular kindergartens and schools. Against this background, the head’s resignation looks less like an administrative decision and more like an attempt to eliminate the consequences of accumulated problems. The involvement of the Minister of Internal Policy in overseeing Baranova’s departure, the KPRF says, only underscores the seriousness of the situation.
The Communists also believe that local interest groups retain influence in the district, having for many years shaped staffing decisions and controlled key processes. Mamaev believes the previous district leadership was connected to one of these groups, which in his view largely explains the problems that occurred. The party says residents expect real changes in governance, not just another name on the office door.
As an additional sign of problems in the regional authorities’ personnel policy, the KPRF points to the recent situation in the Orlovsky municipal district. At the Duma session on November 24, which Sergey Mamaev attended, deputies from United Russia refused to support the incumbent district head Svetoslav Dobrovolsky and instead chose a "technical" candidate, Vladimir Konkov. However, just half an hour after the vote Konkov submitted a statement refusing the post. Mamaev believes the events may indicate pressure and attempts to alter the deputies’ decision.
