The State Duma passed a law introducing a technological fee on electronic products.
Amendments have been made to the law "On Industrial Policy in the Russian Federation," Interfax reports.
According to the document, legal entities and individual entrepreneurs will pay a technological levy into the federal budget when importing into Russia or producing domestically the electronic component base (EKB) and industrial products containing electronic modules. The lists of goods subject to the levy will be approved by the government.
The levy will amount to up to 5,000 rubles per unit of product; the specific rates, procedures and deadlines for its payment will also be determined by the Cabinet.
Earlier, the Ministry of Finance estimated that in 2026–2028 the technological levy would provide the budget with about 218 billion rubles in additional revenues. In 2026, when the mechanism will be in effect only from September, about 20 billion rubles are expected; in 2027 — about 88 billion; and from 2028 — around 110 billion rubles annually.
The Ministry of Industry and Trade emphasizes that the new mechanism is intended to finance the development of the Russian electronics and radio‑electronic industries, which should strengthen the country’s technological sovereignty. Funds will be directed to state programs supporting the sector.
The ministry specified that the levy will be introduced in two stages: first — for finished electronic equipment (laptops, smartphones, lighting products); then — for individual electronic components and modules used in the manufacture of electronics.
As we wrote on November 10, the government has already approved the introduction of the technological levy, which will apply to both Russian manufacturers and importers of equipment — regardless of the level of product localization. Introducing the mechanism from September 2026 should give businesses time to adapt.
The Ministry of Industry and Trade will become the administrator of the system; however, according to Vedomosti, the operator will not be the CRPT, which manages the product labeling system.
All proceeds will be directed to funds supporting the radio‑electronic industry, which will finance promising projects and stimulate technological import substitution.
