The State Duma increased VAT.

      Today, November 18, deputies of the State Duma of the Russian Federation approved in the second reading a bill to amend the first and second parts of the Tax Code of the Russian Federation, as well as certain other legislative acts of the Russian Federation. In particular, with the adoption of the bill the VAT rate will increase from 18% to 22%. At the same time, a reduced rate of 10% for all socially significant goods will be retained. Deputies also approved in the second reading a bill on the phased reduction of the annual revenue threshold for small businesses using the simplified or patent tax system. In particular, from 2026 the revenue threshold will be up to 20 million rubles per year, from 2027 — up to 15 million rubles per year, and from 2028 — up to 10 million rubles per year. As noted in the State Duma, such a transition period will allow businesses to adapt to the new rules. The third reading of this bill is scheduled for November 20.
