Authorities want to fine Kirov residents for drones.
Today the committee of the Legislative Assembly considered a bill making amendments to the law "On Administrative Liability in Kirov Oblast." It is proposed to adopt it in two readings.
The bill provides for administrative liability for failure to comply with decisions of the governor or the operational headquarters. The explanatory note states that in the autumn of 2022 a "level of basic readiness" was introduced in the region, under which a number of prohibitions and restrictions were adopted in the oblast aimed at protection from emergencies and meeting the needs of the Armed Forces of the Russian Federation. There had previously been no penalties for violating these prohibitions.
It is now proposed to establish fines. For citizens they will amount to 3–5 thousand rubles, for officials — 15–50 thousand, and for legal entities — 100–300 thousand rubles. Protocols will be prepared by staff of the governor's and government's administrations or other executive bodies. It should be noted that the explanatory note specifies only one example of a violation — launching drones when they are completely prohibited. For the rest, one can only guess.
It should be noted that the committee supported the initiative. It will be considered at the Legislative Assembly's plenary session on Thursday.
