The initiative has been included in the draft national model of target conditions for doing business until 2030. The new identifier is intended to replace three numbers currently used by companies: INN, OGRN and ERNS. The fact that these codes differ across agencies creates additional bureaucratic procedures, Kommersant reports.
Requests for simplification mainly come from small and medium-sized businesses. The Ministry of Finance will be responsible for preparing the concept: by January 2027 the ministry will submit to the government a report on the structure of the new code, the procedure for its assignment and cancellation, and the features of the transitional period.
The ASI notes that businesses today are required to indicate at least two of the three identifiers in roughly 2,000 different forms, which increases the burden on companies. A single number, experts estimate, could reduce the volume of reporting and cut costs.
At the same time, some specialists point to difficulties. Natalya Nikitina, adviser to the CEO of SKB Kontur, stressed that the reform would require significant investments in infrastructure. Kirill Nikitin, an expert at Delovaya Rossiya, drew attention to security issues and suggested considering a system based on several codes at once rather than on a single one.
