"Every apartment building must effectively create a chatbot by the end of the year and transfer everything that was on Telegram and WhatsApp to it, officially establishing its status as the building chat," the minister said.
According to Fayzullin, the initiative will affect nearly a million buildings across the country and will make interactions between residents, management companies and government authorities more timely and transparent, RIA Novosti reports.
The Max messenger was launched by VK in March 2025. The service allows users to exchange messages, make voice and video calls, and transfer files of up to 4 GB. By the end of October, the platform's user base had exceeded 50 million, and its average daily reach had reached 19 million people.
