State Duma deputy Maria Butina has proposed drafting an official order of the Ministry of Internal Affairs that would codify the concept of "minor migration violations" and establish the procedure for its application. She said this following a meeting of the State Council commission on Personnel. The document proposes to clearly define which cases can be considered minor — for example, small delays in filing notifications or typos in documents. Currently, such mistakes carry hefty fines and can lead to suspension of companies’ activities for up to three months, creating difficulties for both business and the state. The deputy noted that the new initiative would simplify legislation and reduce the burden on the judicial system and administrative oversight bodies. To draft the order, Butina proposed creating a working group at the Ministry of Internal Affairs that would include representatives of the ministry as well as experts from the business community, the Prosecutor General’s Office, the Ministry of Justice and the Supreme Court.
