Violations in bus purchases are being addressed in Kirov Oblast.
Earlier, the Control and Accounts Chamber of the Kirov Region conducted an audit of the use of funds allocated to local budgets for the purchase of buses. It found violations related to the acceptance and payment for the delivered vehicles. To remedy the violations, municipalities adopted 15 regulatory acts. That work has already begun.
In addition, the Ministry of Transport sent recommendations to local officials on improving the efficiency of bus use. In particular, it proposed to enshrine in the charter of municipal enterprises the obligation to coordinate with the administration transactions involving the sale or transfer of property valued at over 50,000 rubles.
It was also proposed to include in bus lease agreements provisions on the submission of ticket revenue data and on the ability of local authorities to verify that information. Finally, the Ministry of Transport developed a plan of regular consultations with municipalities to help them properly fulfill their obligations under the funding agreements.
