At the hearing, Anna Chibrina, the general director of LLC "Gorodskie Istorii", with which the Center for Tourism Development signed a contract at the end of November 2023, was questioned. The company organized the "Brands of Vyatka" event held at the Prostory store on Shchorsa Street. Under the terms of the contract, the contractor was to provide master classes, presentations, musical accompaniment, and so on.
According to the witness, initially her colleague communicated with Ruslan Mamedov about this, and then she herself became involved. After the work was completed, Mamedov, Chibrina said, asked to return part of the funds, explaining that the money "would go to Apollo Park."
Chibrina said that she transferred the money from her organization’s account to a personal account, and then to two numbers provided by Mamedov. In correspondence with Mamedov they called this money a "tail" — which, according to the witness, denoted the remainder of the contract amount.
As the witness explained, she thought that the money would go to the needs of the Center for Tourism Development. If she had known that it was being directed to other purposes, she would have refused this arrangement. At the same time the businesswoman emphasized that her firm made a profit under the contract and did not return the entire sum.
The prosecutor drew attention to discrepancies between Chibrina’s current testimony and her statements from a year ago — in particular, in the dates and amounts of the transfers. The witness explained that she had previously remembered details better and had all the documents with her then.
Recall that Ruslan Mamedov is charged under Article 160 Part 3 and Article 159 Part 3 (three counts). According to the investigation, he received illicit payments in concluding contracts for organizing events and procuring goods.
