Roskomnadzor confirmed the partial blocking of WhatsApp* and Telegram in Russia.
As the agency explained, the measures are being taken based on materials provided by law enforcement agencies as part of the fight against crime.
"Measures are being taken to partially restrict the operation of foreign messengers in order to counter criminals," the press service said, INTERFAX.RU reports. "According to law enforcement agencies and numerous citizens' complaints, Telegram and WhatsApp* are used to deceive and extort money, as well as to involve Russians in sabotage and terrorist activities."
Roskomnadzor emphasized that repeated demands to the services' owners to take measures to counter violators had been ignored.
Earlier, since August 13, the agency introduced restrictions on voice calls in these messengers. However, despite reports of a partial restoration of service, Roskomnadzor said that the restrictions had not been lifted.
Deputy head of Roskomnadzor Oleg Terlyakov noted that blocking calls in WhatsApp* and Telegram had helped reduce the number of fraudulent calls by almost 40%.
Meanwhile today, October 22, users across the country, including in Kirov, reported widespread outages in WhatsApp*. According to Downdetector, more than 2,300 complaints were filed within 24 hours. Many residents of Kirov complained that they were unable to send messages or receive notifications.
