As evidence of the effectiveness of such measures, the deputy cited the Russian program “Zemsky Doctor,” which, he said, has shown “excellent results.”
This program has already demonstrated that targeted support measures, including housing benefits, really help solve staffing issues in small settlements.
Synergy of measures: mortgage plus mandatory service
Aksenenko sees particular effectiveness in combining the new mortgage program with a law requiring medical university graduates to serve in clinics. Such a comprehensive approach, the deputy believes, will address several problems simultaneously.
The parliamentarian proposes considering making mortgages for doctors working in rural areas interest-free. This would create a unique situation in which a young specialist could simultaneously:
receive a stable income,
gain invaluable practical experience,
and resolve their housing issue.
Prospects and expectations
The initiative is still under discussion. If it gains support, it could become part of a large-scale strategy to strengthen the workforce capacity of the social sector, especially in regions experiencing an acute shortage of teachers and doctors.
