
A Kirov resident received 350,000 under a social contract and spent it on himself.
In Slobodskoy, the investigation of a criminal case against a 28‑year‑old resident of Kirov has been completed. He is accused of crimes under Part 3 of Article 159.2 of the Criminal Code of the Russian Federation (fraud in obtaining payments in a large amount) and Part 1 of Article 228 of the Criminal Code (illegal acquisition and possession of narcotic substances in a significant amount).
In March 2023 the young man applied to the Department of Social Protection of the Population for social assistance under the state program “Social Support of Citizens.” He provided false information about the actual per capita family income, concealing income from remunerated labor.
On March 30, 2023 the institution provided the accused with a one‑time payment of 350,000 rubles to start a business providing passenger taxi services. At the same time, in violation of the terms of the social contract, the Kirov resident withdrew the money from the bank account and subsequently spent it on his personal needs, thereby misappropriating the funds.
During the investigation, the accused was detained by an investigator of the Investigative Committee of Russia in accordance with Article 91 of the Code of Criminal Procedure of the Russian Federation. During a search, police officers found and seized a narcotic substance weighing 0.21 grams from the suspect.
To compensate for the damage, at the request of the investigation the court imposed an arrest on the accused’s property in the amount of more than 950,000 rubles. A preventive measure in the form of a ban on certain actions was also imposed on the defendant.
The investigation managed to gather exhaustive evidence implicating the man in the acts attributed to him. The criminal case has been sent to court for trial on the merits.
