The contribution, she said, could amount to around 45,000 rubles a year. Matvienko voiced the initiative at parliamentary hearings on the draft federal budget for 2026–2028, RBC reported. She stressed that the state is currently bearing "huge expenses" for the medical care of the non-working population. "There are no questions about pensioners, children, or the disabled. But when young, healthy people of working age are not working anywhere — that's shadow employment or simply an unwillingness to work. Why should those who work have to pay for their treatment?" Matvienko said. According to her, the proposal is aimed at eliminating "social injustice" and easing the burden on regional budgets. The Speaker of the Federation Council believes that any able-bodied person can earn and pay that amount in a year: "This is not a colossal sum — any healthy person can pay 45,000 a year." Earlier, Moscow Mayor Sergey Sobyanin spoke about the problem of funding medical insurance for non-working citizens. He noted that the capital alone transfers about 180 billion rubles a year to the Federal Mandatory Medical Insurance Fund (FOMS), and the regions as a whole about 1 trillion rubles.
