Loan holidays and increases in military pensions: which laws come into force in October

      In October, a number of laws previously adopted by deputies of the State Duma will come into force in Russia. Read our article to find out which specific changes await Russians and when the new laws will take effect.

      From October 1:

      - Participants in the special military operation (SVO) will have the suspension of their employment contracts extended to cover the period of illness after service. Sick leave will have to be paid.

      - Self-employed persons and small and medium-sized businesses will have the right, once every five years, to take loan payment holidays of up to six months. This applies to contracts concluded no earlier than March 1, 2024.

      - Salaries and pensions of military personnel, as well as employees of federal institutions, will increase by 7.6%.

      - Long-term savings contracts can be concluded via the Gosuslugi portal using an electronic signature.

      - Payment acceptance operators will only be allowed to operate if they join a self-regulatory organization (SRO). The Bank of Russia will take control over them.

      - Rules for distributing profits and losses in agricultural cooperatives will change: in production cooperatives — proportionally to labor; in consumer cooperatives — based on members’ contributions to the activity.

      From October 5:

      - Standards for the provision for convicted persons are clarified, including the definition of “special diet.”

      From October 6:

      - Russia will begin recognizing title documents for real estate in the LPR, DPR, Zaporizhzhia and Kherson regions. Regional commissions will operate until 2028.

      From October 10:

      - Volunteers and reservists may be assigned military ranks without attending training gatherings.

      From October 22:

      - Microcredit companies fully owned by regional authorities will be able to issue mortgage loans to citizens.

      - Confiscated unmarked goods may be used for humanitarian purposes or recycling. Exceptions are alcohol, tobacco and other products subject to special regulation.

      From October 30:

      - The maximum insurance compensation for irrevocable ruble-term deposits of more than three years will increase to 2.8 million rubles.
