
Budget amendments: what else the region wants to spend money on
Kirov authorities propose to increase budget expenditures for 2025 by 2.4 billion rubles (to 116 billion rubles), for 2026 by 50 million rubles (to 105.9 billion rubles), and for 2027 by 1.5 million rubles (to 107.9 billion rubles).
Below are the items of additional expenditures and the amounts listed in the explanatory note to the bill that make up the figures above:
social support, including for families with children and participants of the special military operation (SVO) and their families (whose numbers have increased) — 1.26 billion rubles;
co-financing of federal projects — 319.1 million rubles;
subsidies to resource-supplying organizations and management companies (compensation for losses) — 422.5 million rubles;
healthcare and medicines for privileged groups — 251.6 million rubles;
maintenance and rental of sports facilities — 124.1 million rubles;
subsidies to municipalities (due to rising heating costs) — 49.8 million rubles;
salary increases for public-sector employees and rise in the minimum wage — 131.6 million rubles.
Also, funds are being moved from 2025 to 2026 for the construction of the KPO "Central" (funded by a Treasury infrastructure loan) — 50 million rubles, for the development of the region’s gasification scheme for 2025–2045 — 14.7 million rubles, and for inspections of buildings in need of major repairs — 130 million rubles.
In addition, the authorities want to reallocate funds between years from a new school in Nolinsk to an indoor ice rink in Kirov. Amount — 158.9 million rubles.
In 2026, through redistribution of funds it is planned to allocate money for:
servicing the state debt — 192.4 million rubles;
purchase of four fire trucks — 60 million rubles;
purchase of a new building for the Kirov Region’s representative office in Moscow — 270 million rubles;
33 new Wi‑Fi hotspots — 21.2 million rubles.
