A new requirement has been introduced for receiving payments for caring for children with disabilities.
The innovations apply to working-age citizens who care for children with disabilities and people who have been disabled since childhood in Group I, but who are not their parents or guardians. As of 2025 the amount of the monthly payment increased from 1,200 to 10,950 rubles. To receive it, an application must be submitted to the branch of the Social Fund of Russia for Kirov Oblast.
Since June a new requirement has also been introduced: care for the child must amount to at least 14 hours per week. If this requirement is not met, the payment is suspended and is resumed only after confirmation that care is being provided.
Periods of care are counted toward work experience and accrue pension coefficients. For a full year, 1.8 pension coefficients and 1 year of work experience are credited. In addition, payments will be indexed annually. The first increase took place on February 1 and amounted to 9.5%.
