
A law banning the persuasion of women to have abortions has come into force in Kirov Oblast.
On September 1, a law titled "On the Protection of Motherhood and the Prohibition of Inducing a Pregnant Woman to Terminate a Pregnancy" came into force in Kirov Oblast. The document was adopted by the region's Legislative Assembly on December 19, 2024, and signed by the oblast's governor.
The law establishes that every woman independently makes decisions regarding motherhood. At the same time, any actions aimed at coercing a pregnant woman into having an abortion—through persuasion, threats, bribery, or deception—are now prohibited. Violations are subject to an administrative fine in accordance with regional legislation.
The only exception is providing information about the medical and social indications for the procedure, which doctors may do within the framework of current federal legislation.
Recall that several earlier changes affecting abortion regulation took place in the region. Thus, in November 2024 one private medical center in Kirov stopped performing medication abortions. In addition, in December 2024 the first deputy chairman of the Kirov Oblast government, Dmitry Kurdyumov, suggested that private medical centers voluntarily stop performing abortions. And in June 2025 an initiative was discussed in Kirov Oblast to increase payments to healthcare workers who dissuade women from terminating pregnancies.
