
In Russia, it has been proposed to abandon indexation of maternity capital for the first child.
As the author of the report "Thirteen Theses on the Economy. The Demographic Crisis," Ekaterina Sabelnikova, notes, the current maternity capital payment for a first child is 690,000 rubles, while 222,000 rubles is paid for a second child. The proposed measure would narrow the gap between these payments and strengthen incentives to have a second and subsequent children, Izvestia wrote.
Recall that until 2020 maternity capital was granted only for the second child. Expanding the program to the first child allowed many families to decide to have a baby earlier; however, experts emphasize that support for the birth of a second child is a significant incentive for increasing the birth rate.
According to the Ministry of Labor, by August 2025 more than 443,000 certificates had been issued, of which 311,000 were for firstborns. The share of certificates for second and subsequent children remains between 55% and 59%.
Rosstat notes that the birth rate in Russia continues to decline: about 289,000 children were born in the first quarter of 2025, which is 4% fewer than a year earlier.
