Heating networks and management companies will be fined for failing to prepare for winter.

      According to Vladimir Gruzdev, chairman of the board of the Association of Lawyers of Russia, the amendments envisage supplementing an article of the Code of Administrative Offenses with new types of administrative offenses. For failure to rectify shortcomings within the prescribed period, heat-supplying companies face a fine of 2,000 to 4,000 rubles. This was reported by Izvestia, citing sources in the cabinet.

      If, however, the violations were committed by heat consumers or management companies, citizens face a warning or a fine of 500 rubles, officials — from 2,000 to 4,000 rubles, and legal entities — from 5,000 to 10,000 rubles.

      Earlier the State Duma discussed the possibility of adjusting the rules for turning on the heating during a sudden cold snap. According to deputies, the main problem with centralized systems is that restarting them after a shutdown can lead to accidents in the heating networks.
