Roskomnadzor confirmed restrictions on calls on Telegram and WhatsApp* due to a rise in fraud.

      Since August 11 users across Russia have been complaining about call disruptions on Telegram and WhatsApp*. According to Downdetector, more than 8,000 complaints about Telegram and over 5,000 about WhatsApp* were filed within 24 hours.

      Roskomnadzor said the restrictions concern voice calls in these messengers specifically and were introduced as part of the fight against phone fraud. According to the company Informzashchita, up to 40% of all calls in messengers are made by scammers, and about 70% of such calls originate from abroad.

      Back in December authorities discussed two scenarios: blocking only international voice traffic in messengers and a complete ban on calls. At the end of 2023 Roskomnadzor already blocked the messenger Viber in Russia.

      MegaFon and VimpelCom said their networks are operating normally and that the problems may be caused by external factors. The Ministry of Digital Development said access to calls in Telegram and WhatsApp* will be restored provided the services comply with Russian law.
