Overall across the country, the situation remains stable in 2024: the most crime-prone regions are the Far Eastern and Eastern Siberian regions, while the safest are the North Caucasus republics and the capital.
The highest crime rate is still recorded in the Republic of Tuva. There, the number of fatalities and serious injuries amounts to 162 per 100,000 population—12.5 times higher than in Moscow. Almost half of all crimes in the region are committed under the influence of alcohol, with over 60% involving unemployed individuals. Also among the leaders in crime are Chukotka and the Jewish Autonomous Oblast.
At the other end of the ranking are Ingushetia, Dagestan, Moscow, the Moscow Region, and Ryazan Region. The Caucasus regions demonstrate the lowest crime figures, benefiting from low alcohol consumption levels and stable family and clan ties.
Kirov Region is classified as a region with a “moderate level of problem severity.” In 2024, there were 393 cases involving fatalities or serious injuries. The overall crime detection rate was 35 cases per 100 registered crimes, with minors (aged 14–17) accounting for 0.4% of all juvenile offenders. The total number of crime victims in the region is 13,634 people.
