      The regulator received a total of 182,400 complaints. At the same time, complaints about banks increased significantly—by 28.6%. Most often, these were claims related to the blocking of transactions, accounts, and bank cards, as well as the suspension of remote banking services. Banks take such measures to combat financial fraud.

      However, consumers filed complaints about the imposition of additional services during crediting half as often.

      "Complaints about card and transaction blocks in banks are an inevitable reaction to the rapid growth of fraudulent activity, which increased by 36.7% compared to 2024," explains Ilya Prozorov, chairman of the board of Khlynov Bank. "It is important to understand that blocking transactions and accounts is not a whim of banks, but a necessity dictated by legislation and real threats. To protect citizens, Law 369-FZ came into force on July 24, 2025—now banks are required to block electronic payment tools if the customer's data matches information in the Ministry of Internal Affairs' database. Additionally, the Central Bank's order No. 1027-OD introduced stricter criteria for identifying suspicious transactions, which also contributed to the increase in blocks," the interviewee notes.

      He continues: "Stringent regulator requirements and the rise in cybercrime have become catalysts for implementing new anti-fraud system solutions in our bank, helping to ensure the safety and security of our clients' funds. In our work, we strive to minimize inconvenience by promptly investigating each blocking case and providing transparent mechanisms for resolving arising issues."

      Ilya Prozorov offers advice: "If you regularly conduct a large number of transactions with bank cards, you should follow a few simple rules. Maintain transparency of your transactions, provide clear explanations for payments, and carry out large financial operations through the bank branch. This will protect you from unexpected restrictions and blocks. And if your card has been blocked, you should contact the bank and provide the necessary documents upon request from a specialist."
