Starting in 2026, the Ministry of Culture will be able to ban films for discrediting traditional values.

The relevant document has already been published on the legal information portal. According to the draft law, the Ministry of Culture will now be able not only to ban new films that discredit traditional values, but also to amend already issued distribution licenses, according to Kommersant.

Additionally, the law expands control over digital platforms. Now, online theater owners with an audience of over 100,000 users per day are required, upon Roskomnadzor's request, to block access to undesirable content within 24 hours.

The changes affected two laws: “On Information, Information Technologies, and Information Protection” and “On State Support for Cinematography in the Russian Federation.” The law officially comes into effect on March 1, 2026.
