Only six percent of Kirov Oblast's debt will be written off.
According to Prime Minister Mikhail Mishustin, the government will write off part of the debt on budget loans for eight regions. The total amount is 47.37 billion rubles.
Among the regions are Kirov Oblast, as well as Voronezh, Kemerovo, Moscow, Smolensk, Tver regions, Kalmykia, and Karelia. The write-off limit is two-thirds of the debt on budget loans.
It is worth noting that, as of July 1, the state debt of Kirov Oblast amounts to 26.39 billion rubles, almost all of which are debts on budget loans. However, according to the regional Ministry of Finance, only a very small part of the debts—1.7 billion rubles—will be written off for our region, which constitutes 3.59% of the total amount allocated by the government and 6.45% of Kirov Oblast's state debt (and this is without considering the three-billion infrastructure loans that the region plans to take). The received funds are promised to be used for development and social issues.
It should be noted that the money was allocated to these eight regions because they implemented national projects, developed housing and utilities, worked on resettling people from dilapidated buildings, supported industry, and so on. Judging by the percentage received by Kirov Oblast, the successes in these areas are quite modest.
