
Working parents will be assigned a new benefit.
Citizens with two or more children eligible for the payment if their income does not exceed 1.5 times the subsistence minimum, according to the government of the Kirov region, citing Russian Prime Minister Mikhail Mishustin.
The amount of the payment will be equal to the difference between the income tax already paid for the year and the amount of tax calculated at the reduced rate of 6%. That is, officially employed parents will be able to reclaim part of the paid tax.
Both parents may apply for the payment if certain conditions are met. They must reside permanently in Russia and have an income no higher than 1.5 times the subsistence minimum. Additionally, parents must not have any child support arrears. Persons deprived of parental rights, serving sentences, undergoing involuntary treatment, or fully supported by the state are not included in the family composition, along with conscripts and military personnel studying at specialized universities.
The Kirov region's government notes that the calculation for 2026 will use the 2025 subsistence minimum, which is 23,673 rubles when multiplied by 1.5. When determining family income, the amount before income tax is considered.
The Russian government will later specify which documents and information are required to apply for the payment.
Applications must be submitted to the Social Fund of Russia (SFR) from June 1 to October 1 of the year following the one in which the income tax was calculated. For example, documents for 2025 are submitted from June to October 2026.
