Entry to Latvia and Lithuania is only with a biometric passport.

The press service of the Ministry of Internal Affairs of Russia for the Kirov Region announced new entry rules for the Republic of Lithuania and the Republic of Latvia. From June 1, 2025, entry to Lithuania, and from July 15 — to Latvia, will only be permitted with a new biometric foreign passport containing an electronic data carrier (so-called biometric passport, valid for 10 years).

This rule does not apply to Russian citizens transiting by rail through Lithuania to the Kaliningrad region using a simplified travel document.

The agency requests applicants to consider these changes when applying for a foreign passport.
