      A small-scale confrontation between Legislative Assembly deputies and the government’s decision to obtain a billion-dollar loan to replenish the accounts of the "FCR," which were squandered on pre-Jubilee façade repairs, as well as an actively concealed attempt by legislator Ravil Nurgaleev to suppress "the main opposition figure of ZakS" Albert Bikaljuk, ultimately ended with the possible "departure on vacation" of "Fund" head Lavrentiy Sitnikov.

      Sitnikov arrived at the June journalist meeting very late and with a shaved head, which was noted by local media outlets, jokingly suggesting that if Lavrentiy didn't join the skinheads and didn't come in spring attire, he probably packed a change of underwear in his backpack to leave for the SVO.

      However, media humor was not appreciated by the " gray house," which reproached that "it’s sinful to joke about this," indirectly confirming the version of a possible departure of the "renovation leader" to the "hot spot" zone.

      As an interlocutor of Newsler.ru explained, without claiming that Lavrentiy Olegovich simply went on vacation (which, especially for those accused of "serious charges," is generally "not his style"), he "left for the front," but it’s important to remember the ongoing court process regarding the charges of "abuse of authority" brought against Sitnikov.

      Moreover, today, with the change in leadership of the prosecutor's office, relying on the prosecutor's tolerance is an unjustified risk. Voluntarily going to the SVO by signing a contract at any stage of the court or investigation to return innocent— or with a medal, a hero—is a justified risk. Especially since in this scenario, it’s possible to preserve the "damaged reputation" of the "renovation" leader.

      By the way, according to the interlocutor, Sitnikov’s departure to the SVO is not a spontaneous "day-to-day" decision but rather a premeditated one. He studied and obtained a "UAV operator" certificate to avoid ending up in the "front" lines or trenches.

      It should be recalled that a year earlier, Lavrentiy Sitnikov solemnly assured Kirov residents that the emptied "FCR" account, which had been three billion before the "Potemkin villages" coloring, would not affect the population’s payment costs for capital repairs, nor would there be any talk of obtaining a loan. However, last summer, contractors who had not been paid for their work demanded their money, threatening legal action and complaints to the prosecutor’s office, as most had their bank accounts seized for unpaid taxes and wages.

      Therefore, the attempts to persuade ZakS deputies to approve a billion-dollar loan for "FCR," even though this figure with nine zeros was not directly named at the plenary session, were quite "shocking" for most attendees with memory. Only three deputies—Albert Bikaljuk, Sergey Churin, and Mikhail Kovyazin—took turns asking about the "actual size of the loan."

      “Today, we are talking about obtaining a billion-dollar loan based solely on the servicing amount. During the session, it was mentioned that in 2025— for the second half of the year— only interest payments on the loan will amount to 100 million rubles, and the following year—another 80 million. So, with an interest rate above 20 percent per annum, it totals a billion,” says Albert Alexandrovich.

      It is worth recalling that on May 29, the Committee for Industry convened for the second time in a day to push for the issue of "FCR" crediting through the ZakS. Where Bikaljuk stated about "pulling the 'Fund' and the entire regional population onto a credit hook," explaining that he could agree to 180 million rubles for servicing the debt to cover "contractual debts," but was categorically against receiving another 130 million for "inspecting houses for repairs."

      According to Albert Alexandrovich, this is an obvious pretense because the billion will be spent on settlements with contractors, and there will be no money left for carrying out new repairs. Residents of Kirov will continue to pay from their own pockets for years (they receive about one and a half billion rubles annually from tenants), and this will not suffice for paying over 50 companies, as the debt supposedly exceeds three billion rubles.

      As Newsler.ru previously reported, contracts worth over seven billion rubles had been signed.

      Afterward, Vyatskopleansky deputy promised Bikaljuk to "cut off his tongue," which would have been the ultimate in uncleanliness. So Nurgaleev probably decided to "limit himself with suffocation," leading to a grim legislative joke: it’s fortunate that Albert was not transported in a trunk for three days...
