KSP revealed violations in the implementation of a road project in the Kirov region

      At the end of 2024, the Control and Accounting Chamber of the Kirov region completed an audit of the effectiveness of budget spending aimed at implementing the regional project "System-wide measures for the development of the road sector." During the control event, delays in deadlines, procurement violations, as well as factors negatively affecting the effectiveness of the project were recorded.

      As a result of the audit, the KSP sent proposals to the regional government and the Ministry of Transport to improve the effectiveness of the project. Some of the identified violations have been referred to law enforcement agencies. In addition, representations were made to the head of the Transport Committee and the head of the Kirov administration, as well as an order to eliminate deficiencies.

      As a result of the proposals of the PCB, the Transport Committee organized work on the use of cameras for photo—video recording of traffic violations in accordance with the objectives of the project - in a permanent stationary mode. The institution also carried out measures to prevent violations and strengthen control over budget spending.

      By June 2025, it is planned to put into operation three automatic weight and size control points. So far, they are working in test mode, detecting an average of 47 violations every day. In order to combat fine evasion, the Ministry of Transport, together with the regional State Traffic Inspectorate, is developing additional measures of influence.

      As for the project on the introduction of an intelligent transport system (ITS) in Kirov, its implementation continues. A claim has been sent to the contractor for a refund of funds overpaid for work not performed in the first two stages. According to the city administration, ITS equipment has been diagnosed. In the second quarter of 2025, it is planned to conclude a contract for the maintenance of the system at the expense of the regional budget. The KSP continues to monitor the implementation of the project.

      At the same time, despite the internal inspections carried out on the facts of violations, no one has been brought to justice — most of the perpetrators have already resigned.
