The Control and Accounting Chamber of the Kirov region has completed an audit of the implementation of the "Road Billion" program in 2023-2024. It turned out that serious violations had been committed in the distribution and use of subsidies for road repairs in municipalities.
Thus, the Ministry of Transport violated the deadlines for approving the rules for granting subsidies, as well as insufficiently clearly outlined the requirements for the selection of facilities. Violations in procurement and acceptance of works, as well as numerous errors in documentation, were recorded on the ground. Because of this, the quality and transparency of the execution of road projects suffered.
As a result of the audit, more than 60 submissions and two orders were issued, and the prosecutor's office sent nine submissions. 22 officials in 13 municipalities have been brought to disciplinary and other responsibility.
After criticism from the PCB, the Ministry of Transport updated the methodological recommendations for municipalities and, together with the Council of Municipalities, strengthened control over the implementation of road programs. However, despite this, it has not yet approved the procedure for granting subsidies, and some districts have not concluded contracts for these funds on time.
