      As it became known, in 2023-2024, the Tourism Development Center was provided with 144.4 million rubles from the regional budget.       At the same time, the audit showed that the former leadership of the Center, headed by Ruslan Mammadov, did not always use budget funds for their intended purpose.       In particular, in 2023-2024, the Tourism Development Center conducted 380 purchases totaling 105.4 million rubles. All of them passed without competitive procedures, which did not allow saving budget funds. This was facilitated by the decision of the supervisory board of the institution, which in 2023 increased the maximum amount for non-competitive purchases from 0.8 million rubles to 4 million rubles per transaction.

      The audit also showed that the organization did not ensure the safety and effective use of state property. Shortages of computer equipment and inventory in the amount of 291.8 thousand rubles were identified, as well as the presence of unused property worth almost 13.9 million rubles. In addition, databases and some documents have been lost at the Tourism Development Center over the past two years. The previous management did not carry out a mandatory inventory of property.

      To eliminate violations, submissions were made to the KOGAU "Center for Tourism Development of the Kirov Region". The report on the results of the audit was sent to the governor, deputies of the Legislative Assembly and law enforcement agencies.
