Laws on the unification of settlements were adopted in the Kirov region

The first bill concerns the Kotelnichsky district. He proposes to merge Birtyaevskoye and Zaitsevskoye rural settlements into Birtyaevskoye rural settlement with the administrative center in Leninskaya Iskra village, and also merge Alexandrovskoye, Vishkilskoye, Komsomolskoye, Kotelnichskoye, Pokrovskoye, and Rodichevskoye rural settlements into Kotelnichskoye rural settlement with the administrative center in Karaul village.

The second bill proposes to transform Darovsky, Orichevsky, Orlovsky and Tuzhinsky districts into municipal districts. The transformation will take place by combining all the settlements that make up the relevant area. The status of rural settlements on the territory of the new districts will not change, their residents will continue to receive all "rural" support measures. A transition period is set for the implementation of transformations until January 1, 2026. During this time, local government bodies and dumas should be formed in the new districts.

It should be noted that both bills were introduced by the governor. The deputies adopted them in two readings. At the same time, criticism was also voiced. For example, MP Sergei Mamaev opposed the enlargement of municipalities, and Albert Bikalyuk opposed spending on by—elections. However, this did not affect the final decision.
