In Kirov, a family with a 16-year-old teenager suffering from cerebral palsy received a long-awaited apartment provided by law. However, the joy of moving was overshadowed: after every rain, the new housing starts to leak.
Elena Noskova, who is raising a disabled son, has been seeking an apartment required by law for almost five years. The Popular Front, whose representative Ivan Glinchikov initiated the trial, helped in this. By a court decision, the Kirov administration provided the family with housing in a house on Dorofeev Street, 16 — the building was built as part of the national project "Housing and Urban Environment" for 493 million rubles.
The apartment on the ground floor has been equipped with a wheelchair accessible terrace. However, the house's design did not include canopies, which is why water floods the room after snowfalls and rains. The walls in the apartment were damp, the laminate was swollen, and streaks appeared on the wallpaper. It is impossible to finish the renovation, and it is scary to go out on the terrace: garbage is pouring down from above.
According to residents, traces of rust have already appeared on the new handrails, and there is always water at the emergency exit. The area around the house is still not landscaped: there are bricks, cobblestones, and mud underfoot.
"Meltwater and rainwater should not enter residential premises — this is a direct violation of building regulations," said Dmitry Sergeev, an expert at the Popular Front. "Visors are not required by regulations, but the developer promised to install them under warranty."
The public activists sent a complaint to the regional Ministry of Construction. If the violations are not eliminated soon, they will contact the prosecutor's office.
