Kirov deputies want to amend the Housing Code of the Russian Federation

      Deputies of the Legislative Assembly of the Kirov region propose to abolish the institute of licensing commissions in the regions, the UOC reported. As noted by the authors of the legislative initiative, deputies Pavel Dorofeev and Alexander Chilikin, one of the main powers of such commissions is currently to make decisions on granting or refusing licenses to management companies.

      Such commissions work on a voluntary basis and make decisions based on the conclusions provided by the State housing supervision authorities. The state housing supervision authorities also ensure the work of the commission organizationally and technically. That is why, in the event of their abolition, it is proposed to assign the powers of licensing commissions to the state and housing supervision authorities in the constituent entities of Russia.

      UCC Chairman Roman Beresnev noted that the initiative also applies to residents of apartment buildings, as it is aimed at protecting them from unscrupulous "managers." "It is the licensing commission that decides whether to go to court and revoke the license of a company that commits gross violations. As practice shows, this complicates the procedure and delays deadlines. At this time, houses remain without proper maintenance, residents' problems remain unresolved, and in the meantime, the "management" violators continue to work and collect money from them. An option has been proposed to speed up the resolution of this situation," Beresnev said.

      It should be noted that in case of support of deputies of the Legislative Assembly of the region, this legislative initiative will be sent to the federal level and will go through several stages of consideration. The OPC added that this draft federal law was developed with the participation of the State Housing Inspectorate of the Kirov Region and had previously been sent to the regions of the Volga Federal District, most of which supported the bill.
