
In Russia, it is forbidden to bury animals
On March 1, 2025, a law regulating the burial of pets came into force in Russia. Now owners are prohibited from burying their dead pets on their own. According to the law, after the pet's death, its body ceases to be the owner's property and is considered "biological waste", which the owner is obliged to transfer for cremation.
As explained in the Ministry of Agriculture of Russia, the main reason for the introduction of this law is concern for the health of the population and the environment: many pets die from various diseases, including infectious ones, which pose a danger to the health of humans and other animals. "Improper burial of sick pets can lead to contamination of the soil and groundwater with pathogenic microorganisms, which creates a risk of infection for both humans and wild animals," the Chepetsk veterinary station noted.
According to the new law, pet owners are required to contact specialized biological waste disposal services after the death of their pet. These organizations have the necessary licenses and equipment for the safe disposal of animal remains. They provide transportation, cremation or burial in special biothermal pits, where the decomposition process takes place without harm to the environment.
The law provides for three official methods of burial of animals:
individual cremation with the delivery of ashes to the owner
, general cremation without returning the ashes
, and burial in specialized cemeteries.
The law prohibits
taking animal corpses to landfills
, throwing them into dumpsters
, and leaving them in fields, forests, ravines, and reservoirs.
"If an animal has died in the walls of a veterinary clinic for some reason, it is no longer possible to give the pet's body to its former owner. He must be handed over for cremation. The same rule applies to cases where a pet needs euthanasia for health reasons," the Kirovo-Chepetsk veterinary station said.
Administrative liability is provided for violation of the law on the burial of animals. If the owner of the animal buries the pet on his own, the fine can be up to 5 thousand rubles. For legal entities, for example, veterinary clinics, for violating this law, the amount of the fine can range from 500 to 700 thousand rubles.
