The prosecutor's inspection, initiated after the appeal of the All-Russian People's Front, has been completed in the Kirovo-Chepetsk district. The subject of the investigation was the situation with house No. 8 on Oktyabrskaya Street in Shutovshchina, where the roof was damaged on July 26 due to gusty winds. According to the inspection materials, the incident affected a structure that was not included in the original design. Ten years ago, the homeowners illegally added a sloped roof on top of the existing flat one. On the day of the hurricane, the wind tore off the slate from the sloped part, which led to the sliding of profiled sheets, the destruction of ridge elements, and part of the battens. The residents took independent measures — they purchased film and covered the damaged area. However, as noted in the information, this does not solve the problem: during rains, water floods the apartments on the third and second floors. The owners express concern that leaks may lead to the destruction of the attic ceiling, which qualifies as an emergency situation. During the inspection, it was established that the administration of the Kirovo-Chepetsk district had introduced a state of increased readiness in the municipality. This regime allowed the use of reserve fund resources for the prompt repair work. Nevertheless, as follows from the prosecutor's inspection materials, this issue was not considered, and the request for the allocation of funds was not sent to the authorities. A separate subject of the investigation was a long-standing management gap. The house lacks a management company, and the direct management method chosen by the owners has not been effectively implemented. The inspection showed that the administration of the Fedyakovsky rural settlement has not initiated a meeting to elect a house council, management organization, or service company since 2010, which is a violation of the Housing Code requirements. At the same time, on June 18, 2026, the court issued a ruling obliging the administration of the Fedyakovsky rural settlement to conduct a competition for the selection of a management organization. The established deadline for execution is by the end of the current year. Currently, the residents face an additional technical task: to make changes to the house documentation through the BTI, taking into account the changes made to the roof ten years ago. At the same time, the owners initiated a vote to transition from the general capital repair fund to a special account. This step, as explained in the material, will expedite the start of repair work. However, the information notes that by the beginning of the rainy season, the residents of the house still do not have a protected roof, and an operational solution to the problem is not expected in the near future.
