Starting from 2027, Kirov residents will be required to notify the Pension Fund about the beginning of their retirement before it actually starts.

      The Social Fund of Russia's branch in the Kirov region informs citizens about the new procedure for documenting care for incapacitated individuals, which will come into effect on January 1, 2027.

      The key change concerns the deadlines for submitting applications. While the current system allows individuals to contact the agency after the care period has ended, starting next year, this must be done in advance—before actual assistance begins. For those providing long-term care on a permanent basis, an annual procedure for extending confirming documents will be introduced.

      In addition, a new mandatory requirement will be the written consent of the ward to receive assistance. This rule will apply regardless of whether the citizens live together or separately.

      For the convenience of residents in the Kirov region, the list of ways to submit documents will be expanded starting in 2027. Necessary paperwork can be processed through the "Gosuslugi" portal in digital format, at multifunctional centers, or during personal visits to the client services of the regional branch of the Social Fund of Russia.

      However, until the end of 2026, the previous accounting procedure will remain in place. For care periods that occurred before the new rules come into effect, a transitional period has been established: they must be officially recorded strictly by the end of 2027. As noted by Nikolai Pasynkov, the manager of the Social Fund branch in the Kirov region, starting in 2028, it will no longer be possible to confirm such activities that took place before 2027.

      The condition for including these periods in the insurance record remains unchanged. As before, the caregiver must be a capable citizen and have at least one day of official employment (before or after the care period).
