According to the government decree, the funds were initially intended for the Rozhkinskoye rural settlement to execute court decisions regarding the provision of primary fire safety measures. Now, these funds will be directed as a subsidy to the catering plant.
It appears that this concerns specific court decisions that the municipality was supposed to implement—possibly for the installation of fire hydrants, repair of equipment, or other mandatory fire safety measures. But now the Rozhkinskoye settlement will not see this money, while the catering plant will receive nearly 7 million for its needs.
The document does not specify what exactly the subsidy was needed for by the catering plant—the wording "for other purposes" leaves room for any expenditures. All of this looks like an emergency transfer to cover a financial gap: money was taken from one item and quickly redirected to another.
The decree comes into effect upon publication and will remain in force until amendments are officially made to the budget. Oversight of its implementation has been entrusted to the head of the governor's administration and the government, Komarov.
