A list of shelters in Kirov has been published in case of attacks.
The Kirov administration has approved a new list of underground spaces and structures in the underground area that can be adapted for the sheltering of city residents. The corresponding resolution was signed on August 11, 2026.
The document states that the Department of Urban Economy must convey the information to management companies and homeowners' associations. The municipal "Kirov Civil Protection Administration" must take measures to prepare the premises owned by the municipality for the sheltering of the population.
Special commissions will be created under the territorial administrations of the administration. They will inspect the premises that can be used for these purposes. In addition, the list must be updated at least once every six months.
The published list includes basement spaces of apartment buildings and administrative buildings, underground parking lots, as well as facilities designated as shelters.
However, the inclusion of a premises in the list does not mean that it is already fully equipped and ready to accept people. It refers to facilities that can be adapted for the sheltering of the population. Inspections and measures to bring the premises to the appropriate condition are provided for this purpose.
