Operators have started blocking mass calls without labeling.
Mobile operators have begun to block mass and automated calls from legal entities if they do not have the mandatory labeling. This was reported by "Kommersant" citing industry representatives.
In "MegaFon," it was explained that they are acting within the framework of the law and to protect subscribers. The company noted that since the beginning of 2026, the number of calls with signs of mass dialing coming from fixed-line operators' networks has increased by 155%.
"VimpelCom" also confirmed that they comply with the requirements of the legislation. According to company representatives, corporate clients were warned in advance about the new rules and offered to conclude the necessary contracts. T2 reported that almost all their clients engaged in mass dialing have already completed the labeling, and calls from the most active spammers are processed by a voice assistant. MTS declined to comment on the situation.
Mandatory labeling of calls from organizations has been in effect since September 2025. Now companies must enter into a contract with the telecom operator so that the name of the organization is displayed during incoming calls. The cost of the service with major operators averages about 30 kopecks for each dialing attempt, and payment is required regardless of whether the subscriber answered or not.
According to experts, such measures make illegal mass dialing less profitable. Instead of cheap phone spam, businesses will have to use official communication channels, while operators will gain an additional source of income from labeling services.
However, representatives of fixed-line operators believe that the new rules create contentious situations. They claim that mobile operators are increasingly blocking calls despite the transmission of the necessary information about the call, and sometimes redirect them to voicemail, which causes the connection to be considered established and subject to payment. The industry believes that the data exchange mechanism between operators still requires improvement.
