Starting from September 1, Russia will have a unified accounting system for bank cards.
Starting from September 1, 2026, a unified payment card accounting system will be implemented in the country. It will store information about all bank cards issued by Russian credit organizations. This was reported by RIA Novosti, citing financial sector experts.
According to the experts, the system will include cards regardless of the payment system. This will include previously issued Visa and Mastercard cards, as well as those that have expired but are still being serviced by the bank.
The main goal of the innovation is to combat so-called "dropper" schemes. These are schemes where fraudsters use the bank cards and accounts of other people to transfer stolen money.
At the same time, there will not be an immediate restriction on the number of cards for Russians. As specialists explained, already existing cards will continue to work, and there is no provision for automatic account closures.
The restriction on the number of bank cards will only take effect from September 1, 2027. If by that time a person has 20 active cards, they will not be able to issue a new one at any bank.
Before the restrictions are introduced, owners of a large number of cards will be given time to figure out which ones they actually need, the experts noted.
