One of the innovations is related to supporting participants in the special military operation. Federal Law No. 159-FZ provides for the possibility of extending lease agreements and gratuitous use of land plots for an indefinite period. The ban on conducting auctions regarding public land plots located within the coastal strip has also been lifted. In addition, the procedure for transferring federal land plots that are free from third-party rights to the ownership of regions and municipalities has been clarified. Changes have also affected cadastral valuation. A new procedure for the work of commissions that consider disputes over the results of determining cadastral value is now in effect. The possibilities for submitting appeals have also expanded — requests and clarifications on cadastral valuation issues can be sent through the National Spatial Data System. As of July 1, 2026, regulatory acts have been updated to allow for the inclusion of information about the boundaries of agricultural land in the registry and to provide this information to interested parties. In addition, the rules for federal state land control have changed. Citizens and business representatives can now receive consultations on land supervision issues through the mobile application "Inspector."
