      After the inclusion of Telegram founder Pavel Durov* in the list of terrorists and extremists by Rosfinmonitoring, serious restrictions provided by Russian legislation begin to apply to him.

      Individuals and organizations included in this list are prohibited from interacting with the media, posting materials on the internet, organizing and conducting public events, participating in elections, as well as using most financial services. The only exceptions are operations related to tax payments, salary payments, social benefits, and compensation for damages incurred.

      Moreover, money transfers to the accounts of a person included in the list of terrorists and extremists can be classified as financing terrorism, which entails criminal liability under Russian law.

      Recall that the day before, Rosfinmonitoring included Pavel Durov* in the list of terrorists and extremists. Earlier, Newsler.ru reported that the FSB stated: the decision to put the founder of Telegram on the international wanted list had not yet been made at that time. At the same time, information emerged about the possible criminal prosecution of the entrepreneur under the article on aiding terrorist activities.

      According to the FSB, a number of channels, chats, and bots in Telegram were used for preparing diversions, terrorist activities, and other crimes. The agency also stated that Roskomnadzor sent the messenger's administration more than 150,000 requests to remove illegal content, which, according to the service, were not fulfilled.
