Putin signed a law on artificial intelligence: labeling will be provided for content created by AI.
One of the innovations of the law is the possibility of labeling materials created using artificial intelligence. The document stipulates that a person applying a large foundational AI model to create informational material in audio or visual form must be provided the opportunity to place a warning about the use of artificial intelligence technology. At the same time, website owners, information systems, and personal pages with an audience of more than 500,000 users per day are required to ensure the technical capability to place such a warning.
Furthermore, the law for the first time enshrines at the federal level the basic concepts in the field of artificial intelligence, including definitions of AI itself and large foundational models. The document also introduces the concepts of "sovereign" and "national" artificial intelligence models, establishes requirements for their developers, and provides for measures of state support for Russian technologies.
The law stipulates that the Government of Russia will be able to determine cases where the use of exclusively sovereign artificial intelligence models is permitted in certain areas. This specifically concerns public administration, the banking sector, and other industries, the list of which will be established by separate government decisions.
A separate article is dedicated to the use of copyright objects in training artificial intelligence models. According to the document, provided that the conditions established by law are met, the use of works for training large foundational models will not be considered a violation of copyright or related rights.
Most provisions of the law come into force on September 1, 2026. At the same time, the norms regulating the status of sovereign and national artificial intelligence models, as well as certain measures of their state support, will begin to take effect on March 1, 2027.

Russian President Vladimir Putin signed the Federal Law "On Supporting the Development of Artificial Intelligence Technologies in the Russian Federation." The document comes into force on September 1, 2026, and for the first time comprehensively regulates the development, implementation, and application of large fundamental artificial intelligence models in the country.
